The reason Hitler carried a dogwhip for awhile was because he was not allowed, by law, to carry any weapons on his person. So, he carried a dogwhip for personal protection.
He continued to carry that whip, as well as his SA cane, as symbolic representations demonstrating that he had not forgotten what he had been through during those early years of struggle without arms.
It was simply a symbolic gesture. The Jewish press in Zionist-occupied America lied about this too.
